Conferência de Segurança da NATO em Riga

Em 29 de Novembro
chefes de Estado e de governo dos 26 Estados
, juntamente com
ministros da Defesa e altas patentes militares do NATO "alargada"
reunir-se-ão em Riga, Letônia.
O local do crime, organizado numa antiga República Soviética,
reagrupa pela primeira vez todos os 26 membros da NATO ampliada, incluindo a
Polónia. O evento desafia directamente a influência de Moscovo na
Ásia Oriental e Central. Para Moscovo ele significa que a
ampliação da NATO prossegue na soleira da porta da Rússia.
Embora Israel não esteja representada na cimeira, nos últimos
dois anos a NATO desenvolveu um estreito relacionamento de trabalho com Tel
Aviv, o qual em termos práticos proporciona a Israel um estatuto de
"associado de facto" dentro da Aliança Atlântica. A
Cimeira da NATO em Riga lançará o programa de treinamento com
base em Rosa para os seus países parceiros do Mediterrâneo e
membros da Istanbul Cooperation Initiative (ICI). Esta última inclui um
certo número de países árabes, bem como Israel.
De um ponto de vista americano, esta reunião será utilizada para
construir um consenso europeu acerca da "longa guerra" da
América. A finalidade da reunião é reunir apoio (exemplo:
em círculos políticos europeus e no complexo militar-industrial)
para a aventura militar conduzida pelos EUA no Médio Oriente e na
Ásia Central, a qual está intimamente relacionada, de um ponto de
vista estratégico, com a batalha pelo petróleo e pelos corredores
de oleodutos.
O fortalecimento militar EUA-NATO no Golfo Pérsico no Mediterrâneo
Oriental, bem como no "Novo Médio Oriente" de Washington,
estará na agenda.
Em paralelo com a cimeira, uma grande Conferência de Segurança
("The Riga Conference), a partir de 27 de Novembro, reunirá
políticos, altas patentes militares, administradores de
corporações, analistas de defesa e política externa,
comentadores dos media, conselheiros políticos e académicos da
Nova Ordem Mundial (ver lista de participantes abaixo). Sob muitos aspectos,
esta actividade paralela organizada pelo Centro Transatlântico do George
Marshall Fund é mais importante de um ponto de vista estratégico
do que a cimeira oficial. Encabeçada por Ronald D. Asmus, um antigo
vice secretário de Estado assistente na administração
Clinton, a tarefa do Centro Transatlântico por conta da NATO é
fomentar o "diálogo transatlântico" entre a Europa e a
América bem como procurar activamente "cooperação
europeia nas regiões mais vastas do Médio Oriente e Mar
Negro".
A Conferência pretende construir um consenso dentro da Europa quanto a
agenda militar dos EUA no Médio Oriente mais vasto.
O complexo militar-industrial europeu será representado por figuras
chave do conglomerado aeroespacial franco-alemão EADS, Finemecanica da
Itália; Scott Martin, presidente europeu da Lockheed Martin, dentre
outros, estarão a participar. Vários membros do Council on
Foreign Relations (CFR), do Senado americano, estarão em Riga para a
conferência junto com representantes de grandes fundações,
incluindo Soros, Carnegie, Konrad Adenauer e Robert Schuman.
Entre os participantes estão várias figuras chaves, conhecidas
por desempenhar um papel por trás do palco em assuntos internacionais,
incluindo Zbigniew Brzezinski, autor de
O grande tabuleiro de xadrez
; o antigo presidente do município de Nova
York Rudolph Giuliani e Uzi Arad, antigo director de inteligência da
Mossad e conselheiro de política externa do primeiro-ministro Netanyahu,
Mar Grossman, agora com o Cohen Group, que foi sub-secretário de Estado
no primeiro mandato de George W. Bush (2001-2005), Karl-Theodor zu Guttenberg
do Comité de Assuntos Externo do Parlamento alemão, conselheiro
da ministra Angela Merkel e firme apoiante de Israel.
Entre os grandes temas da Conferência de Riga estão o papel da
NATO no Médio Oriente, a questão mais vasta da
"Segurança energética" e a
"ampliação" da NATO para eventualmente incluir a
Ucrânia e a Georgia. Estas duas antigas repúblicas
soviéticas às portas da Rússia estão cada vez mais
dentro da órbita dos EUA-NATO. Eles fazem parte do GUUAM, um acordo de
cooperação militar de 1999 com a NATO. Elas desempenham um papel
estratégico na estrutura de corredores de oleodutos destinados a
transportar petróleo para fora da bacia do Mar Cáspio.
Realizada na Letónia, na fronteira imediata da Rússia, o local
escolhido é uma bofetada na cara não só de Vladimir Putin
da Rússia como também do presidente Aleksandr Lukashenko da
Bielorússia. Figuras chave da oposição política da
Bielorússia também estão a participar da reunião.
Participantes dos parceiros mediterranicos da NATO na Istanbul Cooperation
Initiative (ICI) (incluindo Marrocos, Egipto, Jordânia, Tunísia e
Israel) também estão na lista dos convidados.
Além das sessões formais que serão cobertas pelos media, a
conferência deverá realizar
sessões nocturnas
a portas
fechadas que focarão três questões estratégicas
inter-relacionadas:

Sessão nocturna 3: Deve a NATO ter um papel no Médio Oriente?

portas fechadas, sejam efectuadas outras reuniões e consultas por
trás do palco, as quais têm uma influência directa na agenda
militar EUA-RU-NATO-Israel no Médio Oriente e na Ásia Central.
